The permission problem with the avatars folders have been fixed.

You may now select from the stock avatars in our avatar gallery or
upload one from your machine to add a little personality to your posts.

If you are uploading from your machine, make sure that the picture
is less than 100 x 100 pixels, and the file size is less than 16KB.

Image types accepted by our forum program are: gif, jpg, and png.

JKF, how come the User control panel doesn't work for me? Is there a bug? I'm trying to change my avatar but I'm keep getting an error (Debug mode)...

Are you seeing that debug.... something with ... functions_modules.php error???
I also noticed it the other day but I forgot about it because I was able to get in through
the admin control panel. I had previously disabled most of the staff and user Control
Panel functions because of the many bugs that it has in it. They might have been turned
back on through a combination of some actions by one of us unknowingly. I'll look into
it further to see what is causing that error.

I found one of your old avatars and loaded it through the admin panel to see if works.
It went through without a problem so it seems to be a permission/privilege problem.
I will check to see if regular user settings got fouled up somehow.

I just logged in through a test user and found that the user CP is fuXXed up. It probably
happened sometimes this afternoon since some new users were able to install avatars
by themselves.

It should be working now.
